Description

Galileo Ground Segment Transformation Coordinator in the Galileo Ground Segment Management Office, Galileo and EGNOS Programme Department, Directorate of Navigation.

The Galileo teams are in charge of the design, development, procurement, integration and qualification of the Galileo system, including the constellation of satellites in medium-Earth orbit and the ground segment for mission, control and security monitoring deployed at remote sites all over the world.

Duties

Your tasks and responsibilities will include:

  • following up, from ITT to completion, including milestones and reviews, on the segment and element procurement processes where new technologies and modern software technologies applicable to the ground segment play a major role;
  • streamlining, improving and providing regular training on ground segment processes related to the Navigation Quality Management System;
  • ensuring that the lessons learned for the Galileo ground segment are implemented in a timely manner, and that processes are aligned accordingly;
  • in the context of the ground segment digital transformation, defining and streamlining the associated processes, providing continuous training to the team and maintaining up-to-date documentation;
  • ensuring the configuration control process for ground segments is aligned with current practices compatible with development/operations approaches and modern software technologies;
  • ensuring best practices are applied across all the ground segment reviews, in terms of deliverables and objectives;
  • supporting the ground segment requirements and specifications, design drivers, technical and performance indicators and operational concepts, including their consistency with the system requirements and specifications and ensuring a consistent flow-down process from system to segment;
  • monitoring the activities relevant to the ground segment definition, design, development, verification and validation phases and actively supporting contractors as required;
  • ensuring the correct implementation of the Scaled Agile Framework (SAFe) as part of the Galileo ground segment design and development organisation, and contributing to the adaptation of the organisation and standards to the SAFe methodology;
  • ensuring close coordination and support with other project functions, such as system- and segment-level reviews and PA&S and security activities;
  • supporting the ESA procurement actions with contributions to the related documents, evaluation of offers, negotiations and management of related contracts in the ground segment area;
  • participating, as requested, in Galileo-related reviews and technical evaluation boards, contributing, in particular, to the ground segment design and qualification reviews;
  • following up the investigation and correction of incidents and anomalies during the critical deployment phases, through attendance of the relevant boards, either at segment level (internal) or resulting from system/operations activities (external), ensuring that critical issues are solved as a top priority;
  • proposing new initiatives in the field of Navigation R&D, supporting existing developments as required and contributing to the launch of new programmes.

Education

A master’s degree in physics, telecommunications engineering, navigation, computer science or aerospace is required for this post.

Additional requirements

A very solid background and experience in the area of ground segment procurement, implementation and modern technologies.

You must have at least five years of technical experience in a field directly related to the position. In particular, you have:
• knowledge and experience of the Scaled Agile Framework (SAFe);
• knowledge of team collaboration tools (JIRA, Confluence, or similar).

You should be able to demonstrate that you can work in a fast-paced environment and handle pressure as may typically occur in a project team. You should be result-oriented, able to set priorities, and capable of presenting practical solutions both verbally and in writing.

You should have good interpersonal and communication skills. You should have the ability to work autonomously, effectively and cooperatively in a diverse, international team environment, defining and implementing solutions in line with team and individual objectives and project deadlines. You should also have good technical, analytical, organisational and reporting skills, a proactive attitude to solving problems and an interest in innovative technologies.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.

Applicants must be eligible to access information, technology, and hardware which is subject to European or US export control and sanctions regulations & eligible to acquire the security clearance by their national security administrations.

During the recruitment process, the Agency may request applicants to undergo selection tests.
