The SatCen is seeking suitable candidates to establish a reserve list for the position of Financial Officer. The Financial Officer will be responsible, amongst others, for the following duties:

Job description:

  • Encoding of invoices in a document management system and follow-up of the signature validation workflow
  • Introduction of invoices in the SatCen Financial Software (Microsoft Dynamics), checking compliance with financial commitments, purchase orders and contracts
  • Collection and organization of credit card and cash payments supporting documents, encoding and uploading the relevant information in the SatCen Financial Software
  • Preparation of financial commitments and related payments, as well as relevant supporting documentation
  • Assisting the team with gathering supporting documents for the quarterly VAT return to request the reimbursement of the amounts paid
  • Assisting the team with managing VAT exemption certificates related activities and dealing with the relevant authorities and providers
  • Administrative and financial support to the SatCen annual audits including EU funded projects audits
  • Supporting the team with the organization and preparation of relevant documentation for the Final Accounts and Financial Statements in compliance with International Public Sector Accounting Standards (IPSAS)
  • Contribution to the continuous upgrading and updating of the Implementation Manual of SatCen Financial Rules
  • Assisting the team with preparation of Call for Funds from the Member States
  • Supporting the team with encoding of data in the SatCen Financial Software
  • Updating and maintaining SatCen´s Finance Unit general files
  • Performing any other additional duties as directed by the Head of Finance Unit.

Qualifications

Only applications meeting all essential selection criteria will be assessed.

  • Essential:
  • Have a level of at least university degree preferable in Finance, Economics, Business Management attested by a diploma
  • Appropriate and proven professional experience as financial assistant, financial officer or similar financial role of at least 1 year, directly related to job description
  • Proven experience in assisting in financial audits
  • Knowledge of office management and financial/accounting procedures relevant for the post
  • Proven experience working with ERP (Microsoft Dynamics, SAP, SUMA, ABAC, etc)
  • Relevant working experience in international and multicultural environments, European Union Institutions, Bodies, Offices and Agencies
  • Thorough knowledge of English (at least level B2), and of a satisfactory knowledge of another official language of the EU to the extent necessary for the performance of the duties.
  • Desirable:
  • Knowledge of the financial procedures of the EU institutions and/or Other International Organisations, including EC Framework Programs
  • Knowledge of “International Public Sector Accounting Standards (IPSAS)”
  • Awareness of classified working environment procedures
  • Knowledge of Spanish is an asset.

Skills and Competences

  • Good knowledge of the Microsoft Office Suite (Word, Excel, Power Point, Outlook)
  • Good written and oral communication skills in English
  • Flexibility to cover a wide range of tasks, while maintaining attention to detail
  • Good coordination, cooperation, inter-personal skills and ability to work in a team and with cross-functional teams
  • High sense of discretion and confidentiality.
  • Desirable:
  • Knowledge of the financial software Microsoft Dynamics AX
  • Knowledge of DocuWare Software
  • Experience with SharePoint, basic research methods and reporting techniques
  • Capacity to work in autonomy and to self-learn on new topics
  • Able to work under pressure, to meet tight deadlines, to adapt and quickly adjust to changes.

All essential and desirable criteria are evaluated so as to identify the most suitable candidates.

Eligibility

To be considered eligible, candidates must satisfy all of the following eligibility criteria by the closing date for submitting applications:

  • Be a national of one of the Member States of the Union and enjoy their full rights as citizen
  • Have fulfilled any obligations imposed by the laws concerning military service
  • Produce evidence of a thorough knowledge of English (at least level B2 ), the working language of SatCen, and of a satisfactory knowledge of another official language of the EU to the extent necessary for the performance of their duties

In addition, candidates must:

  • Hold a security clearance at least at the level of EU SECRET, or equivalent. In case the successful candidate is not in possession of such a clearance at the time of submitting an application, the SatCen will request it, and no appointment will be fully confirmed until the security clearance has been received by the competent national authority. In addition, and during the selection procedure, candidates will need to declare any particular circumstances which could be in conflict with the performance of their duties at SatCen.
  • Be physically fit to perform their duties. Prior to the appointment the successful candidate will be medically examined to fulfil the requirement of Article 6 of the SatCen Staff Regulations

As the SatCen is situated in an air force base outside of Madrid, with limited access by public transport to the entrance of the base and no public transport on the base itself, a driving licence is highly desirable. It is the duty of any staff member to get to the office by its own means.

Conditions

Successful candidate(s) may be offered a contract as a permanent staff member in accordance with the SatCen Staff Regulations, for an initial period of 4 (four) years, renewable.
